In order to function correctly mods need to be placed in the proper location once you download them.   Mods should be installed to your main Tropico 5 folder.  For Windows Steam users it is usually: C:\Program Files (x86)\Steam\steamapps\common\Tropico 5\

Extracting the file

Here is a brief picture tutorial for Windows 7.  Start by locating the downloaded mod file.  Right click on the file name and select “Extract All”

Click the “Browse” button and select the path of your Tropico 5 Install.

Click Extract.   If the below image comes up select “Yes” to allow the folders to merge.
